Expected shortage of restricted certificates of sponsorship in November 2017

A shortage of Restricted Certificates of Sponsorship (RCoS) is expected when the monthly applications deadline comes to a close on 5 November 2017.

Over the course of the year, a total of 20,700 RCoSs are available for businesses looking to hire skilled migrants from outside the UK and EEA under the Tier 2 General visa process. This allocation is divided, permitting only a certain amount of applicants to be approved each month. The monthly quota has not been exceeded since summer 2015, however, it looks as if next month it is likely to reach this quota limit.

In 2017, an average of 2459 RCoSs have been available each month, with the unused quota being transferred to the following month. However, due to a high number of RCoS applicants in October 2017, the quota in November is only 1531; 928 lower than the average.

The 1531 RCoSs available is likely to increase as approved RCoS applications from previous months, which are unused, will roll over to November. However, this average increase is only 140 per month, suggesting a shortage of RCoSs available for businesses looking to hire individuals under this visa type.

It does not cost anything to submit an RCoS application, so there is no harm is submitting an application regardless. However, businesses should be warned that there may be a delay in the ability to hire skilled migrants, particularly those migrants who are being offered lower paid roles as these will be the unsuccessful candidates if the quote is exceeded.
